<![CDATA[Glitch when hovering over guides]]>Hi there. I've been experiencing a glitch when my cursor passes over guidelines. Screen recording does not show the glitch, so maybe that says something about what level it's happening on. As such, I've recorded a poor iPhone video of me reproducing the issue. Happens twice in the video around the 5 and 6 second marks; hope that helps.

When reproduced:
Version 3.1 (built 1807052040)
Guides local or global, locked
Single window mode

It's definitely happening less than before, though. I can't tell if it's a black stripe blinking or some other screen / window arrangement state blinking on momentarily.

I can confirm that the blink consists of a basically a whole image of the screen, transposed such that the top menu bar is more-or-less around the y-pos of the cursor. Seen clearly around 0:37.

Note that in both modes, sometimes it glitch-transposes the right side of the window to the left side of the screen.
